Instead, it asserts that where the Gospel runs free in a culture, by the power of the Spirit, liberty will ultimately, and of necessity, flourish. Thus, there is no reason to read it as you have here. Rather it should be read that only the grace of God and the outpouring of the Spirit can guarantee liberty in any society or culture.
